To ask the Secretary of State for Health what plans she has to ensure that children who might abscond while in care are properly escorted while outside the home.

Advice on physical intervention to prevent a detained child from running away from an open children's home, or while being escorted outside a secure accommodation care unit, is included in the guidance on permissible forms of control in children's residential care published by the Department on 28 April 1993. It is the responsibility of management to interpret this guidance and develop policies and procedures within which to operate. A copy of the guidance is available in the Library.
