To ask the Secretary of State for Scotland if he will take steps in the case of any landlords who have collected poll tax from tenants, and who now should collect a lesser sum as council tax, ensure that such tenants are made aware of the reduction they are due.

The Secretary of State has no powers to direct landlords in this way and has no plans to take such powers. There will be very few situations where landlords paid the community charge in respect of a property and where they are now liable to pay council tax. Landlords can decide to recoup the council tax where they are liable, but tenants with assured or short assured tenancies who pay rent weekly are entitled to have details of the council tax element given in their rent book.
