Mr. Hinchliffe

To ask the Secretary of State for Health what percentage the wages of(a) nurses and midwives, (b) ancillary staff and (c) administration and management staff in the national health service were as a portion of total revenue spending for the years 1979 to 1992 inclusive.

[holding answer 26 April 1993]: Percentage figures for hospital and community health services in England for the years requested are shown in table 1. Those for 1991–92 are provisional.

While total HCHS salaries and wages costs for 1991–92 increased on 1990–91, they represent a reduced proportion of the total HCHS revenue expenditure incurred by health authorities in that year. Table 2 shows the cost of the staff groups requested as percentages of the total annual HCHS salaries and wages costs. The figures for 1991–92 are provisional.

Notes to the tables

1. HCHS salaries and wages costs cover those incurred within the total expenditure of the health authorities (and the NHS trusts) including the management and provision of hospital, community health, patient transport (ie ambulance), blood transfusion and other services.

2. The figure for total: HCHS revenue expenditure used for 1991–92 is not comparable with earlier years as it shows health authorities primarily as purchasers rather than providers of health care and includes charges for the use of capital assets. The total expenditure of NHS trusts was excluded as this is reflected in the health authorities total expenditure through health care and related services purchased.

3. General and senior managers comprises a separate pay category which was established until 1986. Its adoption throughout the NHS occurred over a period of some years and its numbers include many employees re-classified from other pay groups including senior nursing staff.

4. The figures for "all other staff" included medical, dental, ambulance, maintenance and professional and technical staff together with the total costs of all categories of non-NHS (agency, etc) staff. The figures for some financial years may not add across exactly because of roundings.

5. The tables exclude salaries and wages costs incurred by family health services authorities and special health authorities providing central services to the NHS. However, the figures for administrative and clerical staff for the years prior to 1985–86 cover those staff employed by family practitioners committees whose costs were included with those of area health authorities and were not separately identified.
