§ Mr. David HuntResponsibility for the development of teams of mobile teachers or expert advisers concerned with teaching Welsh as a second language in junior schools would be a matter for the new authorities. It would thus be for the shadow authorities to consider and set out their proposals for such teachers in their service delivery plans.
