§ Sir Hector MonroPublic access to reservoirs for recreational purposes is a matter for regional and islands councils as water authorities. The Scottish Office Environment Department will shortly be publishing a voluntary code of practice on conservation, access and recreation to guide the work of water authorities and river purification boards, prepared with their full co-operation.
