§ Mr. YeoThe preparations of every local authority social services department, for the third stage of the Government's community care reforms which were implemented on 1 April 1993, were regularly monitored by the Department's social services inspectorate. We will continue to monitor the performance of all local authorities in implementing community care over the next year, and make a special study of the implications for disabled people in a sample of authorities.
