What plans they have to implement the recommendations in the Law Commission's report, Landlord and Tenant Law: Privity of Contract and Estate (Law Com. No. 174).

The Government have decided to implement these recommendations for future leases but not for existing leases. This decision will only affect those agreements entered into after the commencement date of the necessary legislation, which will also provide for a statutory requirement in respect of both future and existing leases to encourage landlords to act promptly when suing for arrears of rent or service charges. Notice of any such claims against the former tenant will in future have to be served within nine months after the money becomes due.
