Whether, in the light of United States unwillingness to allow the North Korean Government to verify the absence of US nuclear weapons at US bases in South Korea or in US ships visiting South Korean ports, they will, in pursuit of the security guarantees they undertook in 1968 towards non-nuclear signatories of the nonproliferation treaty, and to ensure that the Korean peninsula may become a nuclear-free zone, offer their good offices to the United States and the North Korean Government, so that the latter can be persuaded to rescind its announced withdrawal from the non-proliferation treaty (as allowed under the terms of the treaty to a party which believes its supreme national interest to be at risk).
§ Baroness Chalker of WallaseyWe are working with other concerned governments in Vienna, New York and elsewhere to try to encourage North Korea to reverse its decision on NPT membership, which has serious implications for stability in the region.
