To ask the Secretary of State for Transport, pursuant to his Budget statement on public-private infrastructure investment, when he expects the design team will be set up for the electrification of the Paddington-Heathrow railway line.

Preliminary design studies have already been carried out sufficient for cost estimates to be completed. I understand that it is intended to form a design team by September 1993 to finalise details.
