To ask the Secretary of State for Transport if he will bring in regulations to make it an offence to use a hand-held car phone while driving a moving vehicle; and if he will make a statement.

It is an offence for a driver to fail to control a vehicle or drive in a dangerous or careless manner. These powers are sufficient.In addition, the highway code says: you must exercise proper control of your vehicle at all times. Do not use a hand held telephone or microphone while you are driving. Find a safe place to stop first".
