§ Mr. BaldryWe have today issued a comprehensive circular, giving policy guidance on the criteria for awards of parties' costs in planning and other similar proceedings. This guidance replaces the present DOE circulars 2/87 and 23/91—Welsh Office Circulars 5/87 and 77/91. A copy of the circular has been placed in the parliamentary Libraries.
