Mr. Redmond

To ask the Secretary of State for Health, pursuant to her answer of 18 November 1992,Official Report, column 280, if she is now able to provide details from 1991–92 accounts of charity trust fund balances; and if she will state by health authority and health trust in England the charitable trust fund (a) income, (b) expenditure and (c) fund balances at 31 March 1992.

Notes:

1. The figures are provisional in that they are subject to audit by the National Audit Office.

2. The figures of total income do not include gifts, donations and legacies of capital to be held in perpetuity. These receipts are, however, reflected in the total capital reserves which include the balances of funds to be held in perpetuity and represent the excess of the total assets (ie. property, investments, stock, debtors and cash) over the total liabilities (mainly creditors).

3. A number of health authorities do not include statements for NHS charitable trust funds within their annual accounts as their funds are separately managed and accounted for by special trustees. Similarly, during 1991–92 some district health authorities and first wave NHS trusts deferred the transfer of responsibility for manageing and accounting for relevant charitable funds.
