§ Mr. BoswellApproximately 120,000 students, including 19,000 from the United Kingdom, have taken part in the Erasmus programme during the first five years of its existence—1987–88 to 1991–92. Eligibility extends to students at higher education institutions which, together with partner institutions in other participating countries, have made a successful application to the European Commission to form an inter-university co-operation programme (ICP). Selection of individual students to take part in a student exchange is a matter for the home institution. The level of student mobility within an ICP is decided by the institutions involved.
