The outturn figures represent grants paid by the Scottish Office at the rate of 75 per cent. of approved costs incurred by local authorities on urban programme projects. Grants are paid on the basis of claims submitted by local authorities in respect of expenditure incurred in the previous financial year.

The urban programme in Scotland was introduced in 1969.
