asked Her Majesty's Government:

Pursuant to the Written Answer on road pricing by the Earl of Caithness (HL, WA 83, 16th March) when they expect to receive the results of research into the potential for charging as a means of relieving congestion in London and other cities; and whether they propose to encourage any local authorities to introduce such schemes in the meantime.

The London congestion charging programme will be completed as a whole towards the end of 1994.

We are making information from this research available to local authorities outside London who are interested in the possibility of congestion charging in their areas. We will be ready to co-operate with local authorities on further joint research in this field, but the timetable for this will depend on the views of the authorities concerned.

Results from the research need to be evaluated before any consent is given to the introduction of any road scheme.
