To ask the President of the Board of Trade what level of tariff has been imposed on(a) processed coffee and (b) coffee beans; and what is the reason for the disparity.

I have been asked to reply.

The full rate of duty applying to processed coffee is 18 per cent. For coffee beans, the full rates of duty are 4, 10, 12 and 15 per cent. respectively for green beans, decaffeinated green beans, roasted beans and decaffeinated roasted beans. Preferential rates apply to imports of both processed coffee and coffee beans from certain sources; the African, Caribbean and Pacific—ACP—states and the least developed developing countries—LDDC—enjoy duty-free access. The European Community's common customs tariff in general imposes higher tariffs on processed and semi-processed goods than on raw materials. Preferential arrangements similarly apply to a wide range of ACP and LDDC processed and semi-processed goods.
