§ Mr. Ian TaylorTo ask the Secretary of State for the Environment if he will make a statement about the 1993–94 charging scheme for local authority air pollution control under part I of the Environmental Protection Act 1990.
§ Mr. MacleanCharges to cover the local enforcing authorities costs of regulating processes subject to part I of the Environmental Protection Act 1990 were introduced in April 1991. With the agreement of the Treasury, and the following consultation with local authority associations, industry and other bodies, the Secretary of State for the Environment and the Secretary of State for Wales have been made a revised scheme specifying the scales of fees and charges to take effect from 1 April 1993.
The application fee is increased by £35 to £935, and the annual subsistence charge and the substantial change fee £20 to £570 and £600 respectively. A new, much reduced, 713W substantial change fee of £100 has been introduced for cases where the substantial change is being made for the purpose of implementing a programme for upgrading of an existing process. The application fee and subsistence fee for small waste oil burners, which reflect a simplified authorisation procedure, remain unchanged at £100. The application fee for processes registered under the Alkali Act also remains at £580. The scheme will be laid before the House and a copy placed in the Library.
