To ask the Secretary of State for the Environmnent if he will set out the criteria used to determine which local authorities qualify as urban programme authorities.

[holding answer 18 March 1993]: The current list of urban programme authorities, which are now known as urban priority areas, was drawn up following the 1981 census and amended in the light of subsequent information on unemployment levels and derelict land. Both of the latter sets of information were published; unemployment data in the regular statistical series from the Department of Employment and derelict land from the Department of the Environment's survey, Survey of Derelict Land in England 1982,.
