To ask the Secretary of State for the Environment what new proposals he has to alter the conditions for bids for market testing in his Department.

Mr. Baldry

Bids for market testing will be subject to the normal tendering procedures that pertain for all procurements undertaken by my Department. The Department will ensure that in-house bids are entered on the same terms as those from the private sector.
