The chief clerk at the civil appeals office generally replies to formal complaints about the cavil appeals office.

More complex matters are referred to the court administrator at the royal courts of justice to investigate.

There were 36 complaints about the civil appeals office in 1990, 32 in 1991, and 49 in 1992. The categories of subject matter were:
