To ask the Secretary of State for Transport, pursuant to his answer of 16 February,Official Report, columns 150–51, how his Department's diesel smoke emission test which has been suspended differs from tests which are carried out in the other member states of the EC; and what reports of engine damage have been reported in those countries.

None of the other EC member states has as yet introduced metered checks of diesel smoke into annual roadworthiness tests. They are required to do so by the EC roadworthiness directive by 1 January 1996.
