To ask the Secretary of State for the Environment if he will itemise how he expects to achieve the reduction of 4 million tonnes of carbon dioxide emissions by 2000, in addition to the 3 million tonnes reduction from changes to value added tax and petrol duty, assumed in the Chancellor's Budget statement.

[holding answer 19 March 1993]: We expect the Energy Saving Trust to make a significant contribution to our CO2 programme. The trust is examining options to achieve savings of the order of 2 to 3.5 million tonnes carbon—MtC. We are consulting on proposals for strengthening the energy conservation requirements of the building regulations, which would save a further 0.25 MtC. In addition the new energy management assistance scheme could stimulate savings from small businesses, of the order of 0.25 to 0.5 MtC. And we are committed to pressing for further action under the European Community SAVE programme which could stimulate significant further savings, particularly in appliance efficiency.
