Who is now governing Cambodia and whether the murdering of individuals has started again.

Until a new government is formed after free and fair elections and agreement reached on a new constitution, the existing administrations in Cambodia will remain in place. As part of its mandate, the UN Transitional Authority in Cambodia (UNTAC) has taken control of certain key administrative bodies to guarantee a neutral political environment. The Supreme National Council, comprising representatives of all four Cambodian factions, advises UNTAC and represents Cambodia externally.

Since the signing of the Paris Agreements in October 1991, there have been a number of politically and racially motivated killings in Cambodia. The UN Security Council has condemned these atrocities and called on all the Cambodian factions to fulfil their obligations.
