§ Mr. Kenneth CarlisleThe Department has to date charged about £3.6 million to the Roads Vote in the course of promoting and developing plans for this bypass. This sum has mainly been spent on consultant's fees and the purchase of land. Departmental staff costs could be produced only at disproportionate cost.
