Whether those spraying pesticides are required to have a certificate of competence from the National Proficiency Tests Council.

Under the Control of Pesticides Regulations 1986 persons using pesticides approved for agricultural use, who were born after 31st December 1964 or are providing a commercial service, are required to hold a recognised certificate of competence or to work under the direct supervision of a certificate holder. In England and Wales certificates issued by the National Proficiency Tests Council are recognised by Ministers for this purpose. In addition the regulations require all persons using pesticides as part of their employment to be properly trained and competent for their duties.
