How many heavy goods vehicles (HGVs) have so far been fitted with speed limiters, and when it is expected that all HGVs will be fitted with them.

The current legal requirement is that all heavy goods vehicles over 7.5 tonnes gross weight first used on or after 1st August 1992 must be fitted with speed limiters, and 14,614 such vehicles had been registered by 31st January 1993. The next phase in the fitment programme is for articulated and drawbar heavy goods vehicles over 16 tonnes gross weight first used on or after 1st January 1988 to have limiters fitted by 1st August 1993, It is not possible to say how many of those have already been fitted. The programme will continue until 1st January 1996, by which time most heavy goods vehicles over 12 tonnes gross weight first used on or after 1st January 1998 will have speed limiters.
