To ask the Secretary of State for Health if she will make it her policy to establish a statutory right of access to a key worker and a care programme for all those under the care of a consultant psychiatrist who currently live in the community.

We have no plans to introduce new legislation to this effect.

To ask the Secretary of State for Health if she will make it her policy to ensure that mental health review tribunals do not discharge patients from compulsory detention in hospital unless adequate after-care arrangements are provided.

Mr. Yeo

The care progamme approach makes it the responsibility of all district health authorities, in collaboration with local social services departments, to draw up individual care programmes for all in-patients about to be discharged from mental illness hospitals. This includes those patients discharged by a mental health review tribunal. I understand that tribunals take account of proposed aftercare arrangements in the evidence they receive when considering discharge.
