§ Mr. Portillo[holding answer 9 March 1993]: In the 1991 Finance Act my right hon. Friend the Chancellor of the Exchequer, introduced tax relief at source for fees paid by an individual for training towards most national vocational qualifications and their Scottish equivalents.
