23. Mrs. Ewing

To ask the Secretary of State for Foreign and Commonwealth Affairs what recent discussions he has had with his European Community counterparts about changes in the powers, accountability and openness of European Community institutions consequential upon ratification of the Maastricht treaty.

Mr. Garel-Jones

The Edinburgh European Council agreed a range of measures to increase transparency and openness in Community decision-making. The first results are being felt, for example in the televising of some Council debates, even before the Maastricht treaty comes into force. The Edinburgh Council also welcomed the measures decided and announced by the Commission on greater openness.

29. Mr. Winnick

To ask the Secretary of State for Foreign and Commonwealth Affairs what further discussions he has had with his counterparts in the other EC countries regarding the Maastricht treaty.

Mr. Garel-Jones

My right hon. Friend the Secretary of State for Foreign and Commonwealth Affairs regularly meets his counterparts in other member states. The Maastricht treaty is frequently a topic of discussion.
