asked Her Majesty's Government:

Whether they believe that exploitation of domestic workers in Britain has decreased since the leaflet Information for Domestic Servants Travelling to the UK was published; whether more domestics have written conditions of employment than previously; and whether they will draw up model conditions of employment for the guidance of employers and employees.

We think that the information leaflet and other new arrangements which were introduced in May 1991 have reduced the scope for the abuse of domestic workers who are admitted to the United Kingdom. It is not for the Government to specify conditions of employment, but we are considering the possibility of issuing to the employers of domestic workers who are granted entry clearance under the concession, information about the requirements of United Kingdom legislation.
