To ask the Secretary of State for Foreign and Commonwealth Affairs if he will list all those services or functions that have been contracted out from his Department since November 1991 without market testing an in-house bid against external competition, with, in each instance the successful contractor and the reasons for the decision to exclude an in-house bid.

Since November 1991, the Foreign and Commonwealth Office has added the collection of premiums for the diplomatic service worldwide all-risks insurance scheme to the contract with Bowring, Marsh, McLennan, the company which operates the scheme. There was no in-house bid. Renegotiation of the contract led to a saving of £10,000 and one post.

The Overseas Development Administration has not contracted out any function without organising an in-house bid since November 1991.
