To ask the Secretary of State for National Heritage what representations he has received about the provision of teletext subtitling for the deaf by independent television companies since 1 January; and if he will seek to introduce arrangements to transfer to his Department responsibility for monitoring such provision.

Both hon. Members and members of the public have written to me about the provision of subtitling services for the deaf. I understand that the problems at the beginning of the year have now been resolved. The Independent Television Commission is responsible for monitoring these services and I see no need to change this arrangement, which was established by the Broadcasting Act 1990.
