To ask the Secretary of State for Scotland what plans he has to establish a prisoners' ombudsman.

Consideration is at present being given to the comments received in response to publication in September 1992 of the Scottish prison service working group report "Right and Just" which made recommendations for reform of the procedures under which prisoners in Scotland are able to make requests and complaints and to air grievances. An announcement on the shape of new procedures will be made when that consideration is complete.
