§ Mr. DorrellLast year the Inland Revenue started pilot market tests of certain services at four separate local sites including Southampton. It became clear that these initial tests would not he properly representative of market testing on a wider scale, and they were replaced early this year by a larger market test of the Revenue's secretarial and typing services across the whole of the South West region.
