To ask the Secretary of State for Scotland if he will announce the allocations of further education capital and recurrent grant for 1993–94; and if he will make a statement.

The recurrent grant allocations derive from an analysis of historic budgets. Direct comparison with the position in 1992–93 is not possible because of the changed status of the colleges, their taxation liabilities, variations in income resulting, for example, from changes in higher education tuition fees and the different methods used by each education authority to allocate budgets.

In 1994–95 recurrent expenditure is planned to rise to £215 million and capital expenditure to £12–76 million. It is proposed to introduce a new student based funding methodology from 1994–95.

To ask the Secretary of State for Scotland what are the current target figures for students entering higher education.

[holding answer 18 February 1993]: The Government do not set target figures for students entering higher education. It is for individual institutions to decide the number of students to admit to higher education courses in the light of the demand for those courses and the level of available resources. The expenditure plans set out in Cmd 2214 allow for the proportion of young Scots entering full-time higher education in the United Kingdom to remain roughly constant at its current level of about 34 per cent. for the next three years. Thereafter, the Government expect the proportion to rise to 40 per cent. before the end of the decade.
