§ Mr. Kenneth CarlisleWe have no plans to make compulsory the wearing of cycle helmets by child cyclists. We must ensure that children and parents are fully aware of the very significant improvement in safety that helmets give. This has been the subject of recent publicity by the Department and will be an important element of our forthcoming cycling safety campaign.
