Whether the change in the boundaries of Yugoslavia caused by the creation of a sovereign Slovenia and Croatia was fully compatible with the provisions of the agreements and declarations of the Conference on Security and Co-operation in Europe.

As indicated in my Answer of 10th February 1993 (col.WA44), the principles of the Conference on Security and Co-operation in Europe (CSCE) do not define a process by which states should achieve their independence. The principles of the CSCE guide the conduct of relations between participating states. Croatia and Slovenia only became committed to these principles once they had achieved independent statehood. Thus, their creation could not in itself involve any infringement on their part of the CSCE principles.
