The Minister of State, Home Office (Earl Ferrers)

The Government are most grateful to Sir Patrick and his team for their work. Before reaching any conclusions on their recommendations we shall want to have the views of the police and other interests. We have invited written comments on the report by the end of September, but we shall of course he glad to have earlier views on all or any parts of the report from all those with an interest in its contents.
