To ask the Secretary of State for Wales what measures are being taken to ensure that outdoor centres in Wales follow safety standards; and if he will make a statement.

As employers, operators of outdoor activity and education centres have a general duty under section 3(1) of the Health and Safety at Work etc. Act 1974 to have regard to the health and safety of all persons, including non-employees, affected by their activities. In June 1992, the Wales tourist board, in association with the Sports Council for Wales, launched a voluntary accreditation scheme for activity holiday centres which sets down detailed safety guidelines.

The Government will be considering whether further measures are needed in the light of investigations into the recent Lyme Regis incident. Possible changes to the existing statutory framework, the need for a regulatory body and additional guidance will be carefully considered.
