§ Mr. Eggar[holding answer 29 June 1993]: During the period of the market-testing programme identified in the "Citizen's Charter" White Paper last November, the Department's solicitor has advised on this matter in the 512W normal course of his duties. We are not able to distinguish the cost of advice on the particular issue in question from other advice on establishments and market testing issues.
