§ Mr. KeyMy right hon. Friend does not make forecasts for traffic growth for the regions of England. Forecasts are made for particular roads and areas as necessary when considering road schemes. The method used, which is described in the Department's "Traffic Appraisal Manual"—a copy of which is available in the Library—ensures that these scheme specific forecasts are consistent with the national road traffic forecasts. My right hon. Friend's responsibilities do not extend to Scotland and Wales.
