(3) when he will issue a consultation paper on issuing a probationery driving licence after taking the driving test.
§ Mr. KeyMy right hon. Friend is considering possible measures to reduce accidents involving new drivers and to improve their training and testing, and hopes to issue a consultation paper shortly.
