To ask the Secretary of State for Transport what assessment he has made of the pollutant effects of stationary and slow-moving traffic; and what plans he has to relieve congestion in urban areas.

Mr. Key

The quality of urban air review group—QUARG—a group of independent experts, issued its first report in January of this year, and copies have been placed in the Library.

The Government are considering a number of initiatives which could have the effect in the longer term of reducing the rate of traffic growth.
