El4 9SH. As he requested, I sent the hon. 405W Member an advance copy of section 12 which deals solely with the cost benefit analysis. He is now being sent a copy of the full report.

§ Mr. NorrisEnvironmental assessments are carried out throughout the development of highway schemes. The formal environmental impact assessment is prepared and published with the draft orders for the chosen scheme. In the case of the proposed third river crossing at Blackwall, this is expected to be in about two years time.
