To ask the Secretary of State for the Environment what reports he has had on the effect of burning plastic on the spread of dioxins and similar compounds into the air; and if he will make a statement on the main sources of dioxins in the atmosphere.

I have not received any such report. However, it is accepted that the burning of some plastics, in common with the burning of many other materials, can lead to the formation of dioxins. For incinerators, I am advised that the operating conditions of the incineration process are paramount in controlling the quantities formed. This is why incinerators are subject to stringent controls under part I of the Environmental Protection Act 1990.

For the main sources of dioxins in the atmosphere, I refer the hon. Gentleman to the reply given to the hon. Member for South Shields (Dr. Clark) on 24 February 1992 at column 406.
