§ Mr. Needham[holding answer 17 June 1993]: The Libya (United Nations Sanctions) Order—"the order"—1992, which came into effect from 15 April, prohibits the provision of any technical advice, assistance or training related to the supply, delivery, manufacture, maintenance or use of any goods specified in part A of Schedule 1 to the order to any persons connected with Libya except under the authority of a licence granted by the Secretary of State.
Any applications to undertake training courses or seminars for Libyan nationals whether within the United Kingdom or elsewhere are considered on a case by case basis. It is not our practice to disclose details of licence applications.
