§ Mr. JackThe United Kingdom's multi-annual guidance programme is expressed primarily in terms of capacity. The United Kingdom's target is a 19 per cent. reduction in capacity—45 per cent. of which can be achieved by reductions in time at sea. Time at sea will be controlled on an individual basis and initially the Sea Fish Licensing (Time at Sea) (Principles) Order will restrict fishing patterns to 1991 levels.
