§ Mr. Douglas HoggUnited Nations sanctions against Serbia and Montenegro place a significant economic burden on neighbouring states. The recent visits of my right hon. Friend the Secretary of State for Foreign and Commonwealth Affairs to Bulgaria, Macedonia and Romania enabled him to discuss this issue with the Governments of those most acutely affected. The international financial institutions are best placed to assess the needs of those affected and provide appropriate support to help these countries develop a suitable policy response.
