asked Her Majesty's Government:

Whether the undertakings concerning broad strategic policies for land use and transport and an appropriate transport policy do or do not underpin the recently published document Paying for Better Motorways: Issues for Discussion, and if not they will now make clear what is their strategic transport policy.

The consultation document takes full account of environmental considerations, including the relationship with other relevant economic instruments such as measures to reduce CO2 emissions, and the question of diversion of motorway traffic onto less suitable roads. It also refers to the possible effect of motorway charging on land use.
