asked her Majesty's Government:

Whether they will publish the research they have done which indicates that, in terms of economic sustainability, better value for money is to be obtained by enhancing and enlarging the motorway network and its infrastructure, rather than enhancing the existing railway network and its existing infrastructure.

We believe that the maximum overall benefit to the economy will be derived from a balance of investment in different modes. For 1993–94, we expect to spend £2,257 million on enhancing the motorway network, and we plan to allow British Rail and London Transport External Financing Limits totalling £3,245 million. To ensure that value for money is obtained, techniques for appraising investment in each mode are kept as closely similar as possible.
